Safety Pilot with Canadian license?

Instrument Rating

I am a current instrument rated pilot with current 3rd class medical.  May I have a Canadian licensed colleague who is rated in same category and class serve as safety pilot while I practice simulated approaches under the hood in VFR conditions, while remaining pilot in command?

    91.109 requires the safety pilot to be present in the aircraft. This makes the safety pilot a required crewmember.

    61.3(a) lists the certificates that a pilot must hold in order to be a required crewmember. The only time that the Candian license would be acceptable, would be if the flight were conducted in Canada. (61.3(a)(1)(v))

    Kris,
    Thanks for the reply. My colleague in in the process of obtaining a US certificate based on provisions of 61.19 c (2). When issued, that would seem to meet the requirements for required crew member and the medical requirements under 61.3 (c) (xi) would also then be met. If you have a different view going forward, please reply.

    61.19 only deals with duration of certificates. He will obtain a U.S. Private Pilot certificate in accordance with 61.75.

    When he has that, he can then act as your safety pilot.
