So, one of my friends did an oral with a DPE for his instrument, the DPE gave him a scenario:
You're doing a VOR approach, you're instructed to proceed direct to the VOR (IAF) and proceed outbound at 2000. You get your clearance while you're just about finishing your procedure turn inbound--the inbound leg of the barbed wire--before crossing the approach course. When should you start the descent to 1600?He wanted to hear when you've intercepted the final approach course and are established on the inbound, which my friend said. When I heard it though, I thought I could start descending as soon as I received the clearance, no matter if I was established on the inbound or not, since I was established on the published course. The barbed wire is still bolded, albeit not the inbound turn side, so wouldn't you be established on the approach even in the turn? An example of this would be starting the descent to a minimum altitude on a DME arc after receiving the clearance: you would not be established on the inbound course. I guess the ultimate question is: is the barbed wire turn a published portion of the approach? I'd like to hear your thoughts.
