Why does a TAA need a two axis autopilot vs single axis?

    The FAA explains its rational for a TAA in the Federal Register posting of the final rule https://www.govinfo.gov/content/pkg/FR-2018-06-27/pdf/2018-12800.pdf

    The requirement is codified in 61.129(j) which is part of the Commercial Pilot experience requirements. The basic idea is that commercial pilots should have received training in a TAA aircraft so they are familiar with the types of equipment used in commercial aircraft. This includes the use of an autopilot that can control the lateral and vertical axis. The vertical axis must at least be able to control the selection of an altitude and holding an altitude. An Stec 30 or Stec 50 autopilot satisfies this requirement and more advanced two axis autopilots will also control vertical speed and intercept and track a GS, even though this is not part of the two axis autopilot requirement.

    Would you really want a pilot who is unfamiliar with autopilots that control the vertical axis to be a commercial pilot? I would not.
