How can Simulator Time be applied towards Minimum Flight Time Requirements for Commercial Certificate ?

Question : How exactly, if at all, can simulator time be applied towards fulfilling minimum flight requirements for a commercial certificate..
Imagine a PPL at a Part 61 School who is receiving training in pursuit of a commercial certificate. I have read that an FAA approved Advanced Aviation Training Device (AATD) or Flight Training Device (FTD) can be used for up to 50 hours maximum credit towards meeting the minimum requirements. (24 hours for Part 141)
Listed below is CFR 61.129 which describes the required aeronautical experience.
(a) For an airplane single-engine rating. Except as provided in paragraph (i) of this section, a person who applies for a commercial pilot certificate with an airplane category and single-engine class rating must log at least 250 hours of flight time as a pilot that consists of at least:
(1) 100 hours in powered aircraft, of which 50 hours must be in airplanes.
(2) 100 hours of pilot-in-command flight time, which includes at least -
(i) 50 hours in airplanes; and
(ii) 50 hours in cross-country flight of which at least 10 hours must be in airplanes.
So where can the 50 hours be applied ? I am thinking not at all, because a simulator is not a “powered aircraft”. Likewise, a simulator sits on the ground and does not fly, so logging “flight time” is…well it is confusing, at least for me. I think “flight time” means being in the air.
I’m a 180 hour scrub PPL, and hoping to earn my Instrument and Commercial in the next year or two. I’d like to use the sim to more effectively learn certain flying skills and to build proficiency. I get the impression sim time is meant to be used to meet skill, but not necessarily hourly, flight time requirements.
So….whether a sim can also be used to help partially fulfill certain minimum flight time requirements, such as XC PIC time for example, well that is the question. I am inclined to say no, but would appreciate further clarification from the many CFIs and DPEs who are on here.
