VORTAC NOT MNT

If a NOTAM says ABC VORTAC NOT MNT it means the VORTAC facility is unmonitored. But what does that mean to the pilot flying IAPs or navigating with the intention of using the ABC VORTAC?

To keep things simple, lets say this is a non-GPS equipped aircraft operating IFR under part 91. 

Please provide and references if you find them.

    It means the VOR may or may not be working, but nobody can tell you the status of it. However, if you tune and ID it, then you can use it. If you don’t get an ID, you don’t use it. But you won’t know until you get there.

    Which is why it also means that the approaches that use it are unavailable for use when choosing an alternate airport for your flight plan, if one is necessary.

    A NOTAM should be sent stating this when the facility is unmonitored. For example, currently out there is this NOTAM for the PLL VOR:

    !IKK 05/019 PLL NAV VOR/DME NOT MNT 2105052142-2105112000EST

    And there is also this NOTAM at SQI:

    !FDC 1/1411 SQI IAP WHITESIDE COUNTY/JOS H BITTORF FLD, STERLING/ROCKFALLS, IL. ILS OR LOC RWY 25, AMDT 11… LOC BC RWY 7, AMDT 6… ALTERNATE MINIMUMS NA, PLL VOR/DME UNMONITORED. 2105052206-2106052206EST
