taxi edge lights

why do some airports have taxi way edge lighting (blue) while others don not?

they only have the centerline lighting. I see this at major airports as well as smaller ones. I thought there would be a standardization of this sort of thing. also how do I find out in advance if an airport has or has not taxi way edge lighting?

    I cannot answer your question at the detail level, but generally speaking, it is somewhat the same question as why some airports have grass runways and other airports have concrete runways. 14 CFR Part 139 defines the standards for airports at which airlines can operate. Other airports can go with some of those standards and often do, but the whole list does not have to be met.
