What does “unlimited” mean when talking about an altitude?

I was refreshing my memory on some cross country stuff when I came across a restricted area that was in my way. I looked it up and it said that the altitude was 'unlimited' to 10,000ft. It actually looked like this:

(1) Unlimited

(2) TO 10,000ft

My question is what does 'unlimited' mean? Is it from the ground to the altitude listed below? Unlimited for me? Unlimited for them?

    Are you looking at R-4001A? Even if not, it has the same format on altitudes. You’ll notice that next to the altitudes, there is the “Time of Use” column, which also has entries (1) and (2). In this case, the altitudes and the times work together.

    So the area is active “unlimited” from 0700-2400, but surface “to 10,000” from 0000-0700.

    “Unlimited” in this context means the surface of the earth to space. Or maybe only up to 60,000 feet, I’m not certain about this except it’s way higher than most airplanes fly and therefore not a concern.
