? Is it legal for a  CFI A to give instrument training in IMC to a PP Student.  The student will be the manipulator of the  controls.

    As far as I am aware, as long as the CFI has his/her instrument rating the answer would be yes.
    A letter from the FAA office of the chief counsel states that for the PPL requirements listed under 61.107, The CFI does not need to be a CFII. As long as the CFI is instrument rated and current I believe it can be logged.

    “We distinguished this requirement from the qualifications required for those instructors who provide flight training on the “basic instrument maneuvers” in § 61.107 and the “control and maneuvering of an airplane solely by reference to the instruments” in §61.109 necessary for private pilot certification. Flight instructors providing this type of flight training are not required to have an instrument rating on their flight instructor certificates.”

    Logging PIC while in actual conditions would be another story. But since your question pertains to a student pilot they would not be able to log PIC anyways while dual.

    I am pretty certain you can provide “flight training by reference to instruments” in either actual or simulated IMC. The student will not be able to use these hours towards the instrument rating since it’s not authorized instruction from a double-I. But that’s not the context of the question anyway. But a non double-I can teach PPL students in either actual or simulated. Keep in mind the risk of letting a PPL student take the controls while you are PIC on an instrument flight plan. Not as much room for error regarding headings/altitudes compared to VFR/hood scenario.
