Unrestricted VOR

Hi, How are you?

I am a CFI at RKTU airport. I recently found that CHO VOR is classified as a unrestricted VOR, not T, L or H.

I've never heard unrestricted VOR before. So I tried to find what unrestricted VOR is. I couldn't find one in the U.S.A but I found several unrestricted VOR at Japan, China and Europe at Jeppesen chart.

And I also found at AIM 1−1−8. Navigational Aid (NAVAID) Service Volumes

a.Most air navigation radio aids which provide positive course guidance have a designated standard service volume (SSV). The SSV defines the reception limits of unrestricted NAVAIDs which are usable for random/unpublished route navigation.

Shouldn't it be classified further into T, L or H ?
