Is it a requirement or recommended to notify the controller when you have received the weather when under flight following as is required when operating under IFR?

I am not aware of a requirement to notify ATC that you have received the weather when receiving VFR Flight Following service or on an IFR flight plan. However, this is a common request from ATC and you can avoid the extra radio traffic if you notify the controller without being asked. A good time to do this is when being handed off to the final approach controller. I would recommend you advise the controller that you have the one minute weather or the ATIS when you check in.

If the controller asks you to notify them when you have the information., then that would be an ATC instruction and 91.123(b) would apply, see this FAA General Counsel Opinion https://www.faa.gov/about/office_org/headquarters_offices/agc/practice_areas/regulations/interpretations/data/interps/2013/karas%20-%20(2013)%20legal%20interpretation.pdf
