Can I log right seat spotter/safety  pilot time in a high-performance airplane without a high performance rating while the left seat pilot is under the hood?

    Yes, but it would only be logged by you as SIC, not PIC.

    Acting as a safety pilot under 91.109(c) only requires you to be rated in category and class (and have the appropriate medical). “High performance” is not a rating; it is an endorsement.

    But logging PIC as a safety pilot requires you to be acting as PIC, and, as you know, in order to act as PIC in a high performance airplane, you need the endorsement (and meet some other requirements)
