“DME Required” in Plan View of 1 approach chart, but not in another similar approach chart

In the KPUB VOR RWY 26L approach, the MAP can only be identified by DME. There is no timing published (maybe that is a mistake?). So, why isn't the approach title "VOR/DME RWY 26L"? I know "DME Required" is in the plan view, but I believe that is suppose to apply to getting from the enroute environment to the approach (such as flying the approach from HUNER or ZITUG).

Also, the missed approach requires holding at OKDEE, which is defined using DME. Wouldn't this require a "DME REQUIRED" note in the notes section, in addition to it being in the planview and approach title?

 

The planview says "DME REQUIRED".  I don't have an issue with this note being in the plan view since it seems that it would apply to people flying inbound from HUNER or ZITUG (maybe even from PYNON if you are going to step down at JOLUP). I don't think DME is required if you're coming from ORWAY, which is defined as a point on V10-244 and uses a cross-radial to define it. What I do have an issue with is the inconsistency of "DME REQUIRED" being used in the planview section (for example, the KCOS ILS or LOC RWY 35L, and the KCOS ILS or LOC 35R approaches have DME arcs as 1 way of reaching the final approach course, but they omit the planview "DME REQUIRED" remark.) Which approach is using the equipment requirement notion standards correctly? Or is it both and I just don't understand something?

    The ILS or LOC RWY 35L/R approaches don’t have a DME required note because of the IAF at PUB which does not require DME. There has been on going work on use of the equipment requirement notes and procedure titles and more to come in the future. Since many of these procedures have evolved during times when the charting standards have been changing, not all have been updated. Keep up to date with the latest standards by downloading the latest version of https://www.faa.gov/documentLibrary/media/Order/Order_8260.19H.pdf .
