Filing VFR on top for a local flight.

What is the best way to file your IFR flight plan when you plan on staying local but need to get trough a fog or low overcast layer for VFR on top. I would think it’s to file from KABC to KABC with your intended altitude and VFR on top in the remarks, but do you need a route or direction of flight in there since it’s to the same airport?

    You need to have at least one waypoint in the route field if the flight is round robin, that is same departure and destination airport. It is just as easy to file to a nearby fix or facility such as a VOR. Add “requesting on top” to remarks.
