Student pilot certificate

I have a student pilot with a special issuance on his medical. He recently renewed it and was given a paper copy from the AME. Can he fly with this or does he also need a student pilot certificate?

    Does he have a plastic student pilot certificate? If so, it does not expire and he should keep it.

    If his previous student pilot certificate was a paper certificate, look at the issue date and refer to 61.19(b).
