Reporting point on SID & Radar fixes

If you look up on the KPIE SID http://155.178.201.160/d-tpp/1612/00625STPETE.PDF

You will notice the COVIA fix as mandatory reporting point.

I tried to look that up on low&high enroute chart, as well as others but did not find anywhere else but SID chart.

Also on ILS 18L, there were numerous RADAR Fixes designated only at certain fixes.

Does anyone have clue or ideas on those charting procedures?

    There are numerous fixes, waypoints, routes, altitudes, reporting requirements, and other things that appear on a SID, STAR, IAP and enroute chart that do not appear on any of the others. Because they apply to that flight phase and not the others.

    Can you imagine how cluttered and unreadable the charts would be if everything were included on every chart, whether or not it applied?

    The textual description below the graphical chart does not even mention about the fix COVIA.
    That is why I grew to dig deeper on this matter.

    There’s no reason to specifically mention it in the text description any more than any other fix or waypoint on the chart. It’s a compulsory so you know to report it without being asked if radar is down.

    Perhaps it helps to consider its purpose. I’m far from being a procedure designer, but If you look at its location, it appears to be designed to keep aircraft heading toward the Gulf from interfering with approach routes heading in the opposite direction into the busy Tamps/St Pete airspace.
