LOSTCOMM situation encountered during IFR flight

In a lost comm scenario, does anyone know why we have such thing called "leaving clearance limit" and how FAA has adopted this idea?

    We don’t have a “living clearance limit”.

    There is a stipulation regarding “leaving a clearance limit”.

    Again, how does one get an instrument rating without understanding lost comm procedures?
