Localizer Approach minimums

I am having trouble remembering the basics here but for something like the LOC35 at KOWD:

When would you use the "DIKEY" minimums? Is that when you actually have DME (or GPS) so that you can identify the waypoint? 

Is this implying that once you reach dikey you can then descend to 500?

    Yes, you have it correct. If you can identify DIKEY, then once you get there you can descend to the DIKEY FIX MINIMUMS (500).

    If you cannot identify DIKEY due to your equipment, then you stay at the higher minimums (580).
