    I’m not a mei so it’s been a while since I’ve flown a multi. The answer is yes and no. You’re probably better off just reading this. Read the cited sources too. https://en.m.wikipedia.org/wiki/Minimum_control_speeds

    When we speak of VMC, we usually are thinking about VMCA – the minimum control speed with the critical engine inoperative while AIRBORNE. However, there is also VMCG – the minimum control speed with the critical engine inoperative on the ground. So, yes, VMCA is more correct, though there’s probably no real benefit to being dogmatic about correcting people who say VMC when it is obvious in context what is meant. The time is better spent watching this superb video which every aviator who flies ME aircraft should watch and understand:
