Safety pilot requirement

Hello everyone,

I have a question about the regulation and its wording on safety pilot requirement.

When it states the word 'may not~' does this mean that 'must not' or 'should not' or 'shall not' ?

    Try “is not permitted to.” If you like “must not” or “shall not” those work too. They all mean the same thing here – a prohibition against flying with a hood without a safety pilot.

    But not “should not”. The language states a requirement, not merely a recommendation.
