    FAA Order 7930.2N, which deals with NOTAMs, states that the contractions listed in FAA Order 7340.2 must be used in the NOTAM system.

    If you search for Order 7340.2 in Google, you will find it.

    Having said that, there is absolutely no reason to be using contractions in NOTAMs. Back in the early days when 110 baud teletype machines were used to disseminate information, there was a need to use contractions. In this day and age, with high speed internet, there is absolutely no reason not to issue NOTAMs in plain language that is not printed in all capital letters and is properly formatted.
