Why some airports don’t show up on the low alt IFR enroute charts?

Shouldn't they be depicted as brown airports? 

My sixth sense tells me that it has something to do with runway length or stuff like that... no?

    All active airports with hard-surfaced runways of 3000′ or longer are shown on FAA IFR Enroute Charts.

    Brown – Airports and seaplane bases that do not have a published Instrument Approach Procedure
