  1. Have a foreign Commercial ASEL applicant who would like to add Commercial privileges to his restricted FAA private pilot certificate. TSA has released him for training and my question is: Do I need to complete all training requirements of FAR "61" subpart F or does he receive any credit for his previous training for foreign commercial certificate. Also is he required to take the Commercial written exam as well?

    See 61.41(a)(2). He can credit training received in a foreign country from an authorized instructor of that country toward the requirements for a U.S. Commercial certificate.

    You will need to give him enough instruction to determine that he is proficient to pass the practical test. This must include the 3 hours of prep for the practical.

    He will need to take the knowledge test and a practical test.

    He will not add Commercial privileges to his restricted Private certificate. He will receive an unrestricted Commercial certificate.

    IAW 61.41 permits flight training credit for training received from a CFI licensed by his NAA (National Aviation Authority). No other endorsement would be accepted from a non-FAA CFI except flight training endorsement; this means the applicant must obtain the other required endorsement from an FAA CFI (e.g. knowledge and practical tests endorsements).
