Can I substitute the ATP written for the Private Pilot written?

One of my Part 121 Dispatchers is interested in getting his PPL. He asked me if having taken the ATP written (so he could get his 121 dispatcher's license) suffices for having taken the PPL written. I don't believe so, but want to verify.

    I gotta say no. Part 91 requires a specific test for a specific license. While I’m sure the examiner would applaud his success with the ATP written – he’s going to require the PPL written for the PPL.
