DCA SFRA

I did the training required to fly VFR in the DCA SFRA but it wasn't clear what the procedure is for departing an uncontrolled field like KGAI under IFR. Does a pilot get his clearance in the ground first through a phone call?  Can a pilot contact clearance delivery on 121.6 while in the ground? What about departing VFR and picking your IFR clearance airbourne...do you file a SFRA flight plan and then pick up the IFR? Thanks!

    I’m not sure if this answeres your question but you can always obtain your IFR clearance while on the ground at any airport, towered or non-towered. In the case of KGAI, the AFD tells us CD is available on 121.6 but there is always FSS or the national CD phone number.

    If you don’t leave the ground having already been cleared IFR, you are VFR and must follow the VFR SFRA rules until you do have your clearance.
