VWP for TSA application?

I have a student who live in Taipei. He want just take solo in this summer vacation. OK....Since he will receive flight training, he need to apply TSA approve. Ok...here is the problem, TSA need your VISA information but Taiwan is on the VWP(VISA Wave Program) list. It means...Taiwanese need no VISA to enter US. They just need online application and he can get electronic enter permission.

Can student apply TSA without officially at least B1/B2 VISA? Since he just need solo, he don't want to get I-20 to apply F-1 or M-1...

Any one have this kind of situation?

    Your best source for an answer to this question would be the TSA.

    Email for help on the TSA website and they should reply within a reasonable time (1 business day for me).

    I can answer this question by myself….Since one of my student, just got TSA clearance, he use VWP to enter US. It is ok for TSA. FYI.
