Untowered Airport within Class D… what?

At Outlaw Field (ICAO: KCKV) in Clarksville, TN, the airport is untowered and falls under Fort Campbell's Class D (KHOP) airspace. What is the proper way to depart and land at this airport?

Common sense tells me one would contact 'Campbell Tower' for all operations in and around KCKV, however, it is very unlikely that one would be able to establish radio contact with the tower from the ground. Am I missing something obvious (some sort of letter of agreement between the two)?

Another similar airspace situation I've seen where Class D overlaps a non-towered airport is at Destin-Ft.Walton Beach (KDTS). In both instances, they are civil airports that are in military-controlled Class D airspace.

    Yup, you are missing something obvious… (Hint: FAR 91.129 and PHAK chapter 14 would be a great place to start.)

    Also remember that Class D VFR WX rules apply and if WX is less than VFR (1000-3), at the Class D airport you must get a SVFR clearance in order to operate. So while 91.129 says to establish two way communications as soon as practical after departure you can’t even depart without a clearance if the Class D is IFR.
