Class B and C airspace

Who can fly in the lateral limits of class B and C airspace? I know that gliders are not allowed to, but I want to know about powered aircraft. If so, what equipment is needed to do so?

    Where do you see anything prohibiting glider operations in Class B or C airspace?

    There is a requirement to have two way radio communications.

    There is also a requirement for a transponder, however there is a provision for ATC to authorize a deviation. 91.130(e) and 91.215(d)(3)

    See 91.130 and 91.131 for powered aircraft also.
