Compulsory Reporting Points

Hi.  Working on the IR, and I plan on filing the following route for a practice IFR flight.  Is PADRE considered a compulsory reportIng point?  What about MXE?  Thanks!!

    Neither are compulsory reporting points. Compulsory reporting points are filled in black. Here is an example of a VOR that is a reporting point:

    Thanks! Understand about the black versus outline. So the statement “the points used to define a route” are compulsory is made in what context? Off airway?
