CFI requirements for a Flight Review in a twin-engine aircraft

I fly a Cessna 421 and have a friend who is a CFI, but not a CFII or an MEI.  Can he sign me off for a BFR?

    To give you the training for a flight review in your multi-engine aircraft, the instructor must be an authorized instructor (61.56) and have a multi engine rating land rating on his pilot certificate and on his instructor certificate.  However, you can obtain your flight review in any aircraft for which you are rated.  See 61.195(b)(1) which states:
     
    (b) Aircraft Ratings. A flight instructor may not conduct flight training in any aircraft for which the flight instructor does not hold:
    (1) A pilot certificate and flight instructor certificate with the applicable category and class rating;
