IFR clearance on-the-fly

Hi,
Two questions:
1. If I'm flying VFR into class C or D airport, and as I get close I see the weather starts to deteriorate, can I just ask approach control to get in IFR? or are they likely to decline since I've not filed an IFR flight plan?
2. If an instrument course flight is 1.5 hours, out of which 0.5 was conducted in IMC, can the student log the full 1.5 as PIC? or should the 0.5 IMC time come off his PIC time (since he's not yet rated), meaning he'd log 1.0 PIC and 0.5 dual IMC?
