Confusing requirements for towered airport endorsement

As a recreational pilot one cannot frequent a towered airport without additional training and an instructor endorsement. That part I'm clear on.
What is confusing is how the FAA has listed the requirements for this. They have it shown two ways. One for an endorsement to a single specified airport, see below in 61.94 (a) and (b)
A student pilot seeking a sport pilot certificate or a recreational pilot certificate who wants to obtain privileges to operate in Class B, C, and D airspace, at an airport located in Class B, C, or D airspace, and to, from, through, or at an airport having an operational control tower, must receive and log ground and flight training from an authorized instructor in the following aeronautical knowledge areas and areas of operation:
The authorized instructor who provides the training specified in paragraph (a) of this section must provide a logbook endorsement that certifies the student has received that training and is proficient to conduct solo flight in that specific airspace or at that specific airport and in those aeronautical knowledge areas and areas of operation specified in this section.
They also show it for a blanket endorsement that would appear to cover any and all towered airports, as here in 61.101 (d) and (3)
A person who holds a recreational pilot certificate may act as pilot in command of an aircraft in Class B, C, and D airspace, at an airport located in Class B, C, or D airspace, and to, from, through, or at an airport having an operational control tower, provided that person has -
Received from an authorized instructor a logbook endorsement, which is carried on the person's possession or readily accessible in the aircraft, that certifies the person has received and been found proficient in those aeronautical knowledge areas and areas of operation specified in paragraph (d)(1) of this section.
So, which one takes precedent? Obviously, I want the blanket endorsement as having to get a sign off for every towered airport I might one day want to fly to is ridiculous.
My second question is, exactly how many different towered airports are necessary to meet the requirement?
