Why doesn't the governor correct for RPM drop during a magneto check? 

single engine constant speed

I'm searching for more of a explanation than a one sentence answer, however any feedback is appreciated!

    The propeller has two stops, one for maximum pitch and the other at minimum pitch. The governor can only cause the propeller blade pitch to vary between these two limits. When the engine is producing low power, such as during the run up, with the prop control set to maximum RPM or any setting above the RPM at which the run up is conducted, the governor has the prop at the low pitch stop and until the power is increased sufficiently for the prop to begin governing. Under these circumstances the RPM is determined by the power being generated. IOW, the prop is effectively working like a fixed pitch prop.
