VOR portion unusable

What is the technical reason for radials of some VORs not to be usable, especially at low altitudes, even in areas where there are no terrain features that could affect the VOR signal?

    It isn’t always terrain like hills or mountains that can obstruct a portion of VOR radials, sometimes it can be an obstruction such as tall buildings or structures that are located very close to the VOR. This can be especially true in VOR stations that are located at an airport where nearby hangers or a control tower may obstruct some radials.
