VOR approach KECG

Looking at the VOR/DME RWY 10 approach at KECG, WINAL is an IAF. It's at 13.7 DME, but no radial is given (R-271 is shown but doesn't point at WINAL). Assuming no GPS is aboard, how do you identify WINAL??

    WINAL is on V472. It can be found on the IFR Low Altitude Enroute chart. The ECG VOR and the ORF VOR have radials and DME distance defined for the intersection. DME is required for the procedure, although GPS may be used to substitute for it.

    A DME arc will have either a feeder route to it or it will be on an airway. You always have to analyze an approach chart in the context of the enroute structure. The IAF or feeder is designed to allow navigation from the enroute segment to the approach. Except for some RNAV approaches or ones that require radar, they are always analyzed in the context of the surrounding route structure.
