    It doesn’t vary with temperature. It is a percent reduction in induced drag experienced when close to the ground. It varies based on wing design and height from the ground, increasing exponentially as you get within one wing span height.

    Start on page 379 the second half of the page. There is a nice picture and graph on 380 and the section finishes on the first half of page 381. It’s a total of one page to read and it will answer all of your questions about ground effect in great detail.
