I'm reviewing charts in anticipation of a checkride, I can't find anywhere on the chart [ http://download.aopa.org/ustprocs/current/NC-1/bis_ils_or_loc_rwy_31.pdf ]

the meaning of the ** before the S-ILS 31 DA. Would the explanation be somewhere else in the book of approach charts? My book is in the airplane so all I have here is digital charts. Thanks!

    It looks like an error to me. They may have intended a second note and decided to delete it but did not delete the ** or they forgot to put the note on the chart.

    I agree with John. The AIM (5-4-5.A.(d)) refers to the double-asterisk as a typical alert to a note about the RVR. Perhaps there was a former version of the plate with a note.
