VOR CHANGEOVER POINTS... Can you use the depicted COP distance with a DME or does it need to have the DME symbol co-located with the COP? ("D" shapped box with arrow pointing to station)  <_D

The COP doesn’t need to have the DME symbol co-located with it to be identified. You can use any other appropriate DME info to identify the COP. It becomes mandatory to use the DME info from a specific vor when the arrow u talked about is depicted.

DME is not required for navigation on the airway system although some approaches may require a DME or GPS in lieu of the DME. If a cross radial is not available, a time based on an estimate of ground speed will do. A DME or an IFR GPS just makes it easy.
