Can an Italian citizen with a US FAA license apply for jobs in the US with no restrictions?

Hi,
My nephew is an Italian citizen currently training for his CPL/IR in Florida US.
Once he obtains his FAA license, can he apply for jobs in the US without restrictions or are there additional bureaucratic procedures given that he isn't a US citizen?
