Why attitude indicator isn’t upright when airplane is on the ground?

I'm pretty sure I already know the answer to this but I was just wondering if the attitude indicator isn't up right on the ground because the engine driven vacuum pump isn't working when the engine isn't running correct.

 

If it matters the plane I'm doing a project on is a Bonanza E33A.

    Correct. Some aircraft have a backup vacuum pump that is electrical (most just have two engine driven pumps). If it does you can turn it on to see what the spool up process is like. Otherwise you’ll have to start the engine to get vacuum power to run the instrument.
