If I held a CFII many years ago do I need to take the fundamentals of instruction exam again if I plan to get an Advance Ground Instructor certificate.

No. The regulations provide an exception to a pilot who holds a CFI certificate See 61.213(b)(1). The regulations make no difference from a valid CFI certificate and an expired one.
