When living abroad, where can I find a Recommending Instructor (RI) to sign off on my Student Pilot application?

I live outside the US and I'm studying for the FAA PPL written exam. I have recently applied to IACRA for a Student Pilot type certificate. After completing the process I was instructed by notes online at the IACRA site that I would have to have my application "processed by a Recommending Instructor (RI) or Certifying Officer (CO)". Where do I find an FAA RI or CO when living abroad? Greatly appreciate any help!

    Well, if you are getting a U.S. Student pilot certificate, you must be pursuing a U.S. Private Pilot certificate. You would need to receive instruction from the holder of a U.S. Flight Instructor certificate. You should talk to that instructor and ask him to process your Student Pilot certificate. This needs to be done in person, because he has to verify your identity (you need to present a valid photo ID) and he needs to attest to your ability to read, write, speak and understand English to at least ICAO level 4.
