What does the Reserved mean on some FARs. 61.9 for example.

It is an empty place holder in the regulations. It allows flexibility in adding new regulations to the same general section without needing to re-number the nearby regulations. Notice that many of the even numbered regulations aren’t used, for the same reason. The even ones that are used came along later.
