Landing at “Another” airport during PP Checkride

Can a DPE ask a PP candidate to land at "another airport within 25 nautical miles" from the airport where the candidate normally received training if the candidate only has the 90 day solo endorsement and does not have an endorsement to solo to that other airport? 61.93(b)

    I asked the question because I understand that the FAA views the DPE as an observer (i.e., not a passenger or a pilot) while conducting the check ride. The 90 day endorsement is required for the check ride, and as I understand it is what permits the candidate to fly the plane both: 1) solo prior to the check ride; and 2) with the DPE during the check ride. Without the 90 day endorsement, the candidate cannot fly the check ride. If the 90 day endorsement is what gives the student the ability to fly does the DPE as an observer have the authority to have the candidate exceed the limits of that endorsement? Thanks.

    It falls under the same logic that a student pilot may not be the PIC for a flight carrying a passenger, yet the examiner is not a crew member. The examiner needs to evaluate the applicants ability to operate as a pilot who holds the certificate for which they are being tested.
