C172P Wings on fire checklist

Hi, I have some question about the checklist on POH for C172P model. If you look into the emergency procedure section 3 you will be able to see that the procedure for wings on fire: 1. Landing lights - off   2. Pitot heat - off  3. Navigation lights - off  4. Strobe light - off.

so my question is why should we turn off the landing light first instead of turning those light that on the wings while your wings is on fire?

    It might differ with the exact vintage, but the landing light on the P model is on the wing. All three of those lights are.
