    All depends on if they both selected the same cruising altitude and are flying identical aircraft. Best rate is the most altitude attained per unit time. From your question, “first” sounds like a time issue.

    However, if they both elected to cruise at 100′ AGL, the aircraft flying best angle would reach that altitude (although the best rate guy would be farther from the airport than the best angle guy) and level off first.
