Can a pilot/owner change the old style rotating beacon to a tso/pma led beacon ie sunbeacon ii On his own airplane, then sign the logbook without an a and p?

    You are allowed to perform preventive maintenance as described in
    Appendix A to Part 43—Major Alterations, Major Repairs, and Preventive Maintenance
    (c) Preventive maintenance.

    That’s not on the list

    John, according to a 2009 Chief Counsel interpretation, the list is not exclusive. (https://www.faa.gov/about/office_org/headquarters_offices/agc/practice_areas/regulations/interpretations/Data/interps/2009/Coleal-Bombardier%20Learjet_2009_Legal_Interpretation.pdf).

    I hesitate giving an answer to this one. I’d be guessing. The Chief Counsel letter arguably leaves a lot of wiggle room. Removing and replacing electrical equipment (not merely changing a light bulb) might or might not fit the “simple or minor preservation operations and the replacement of small standard parts not involving complex assembly operations” definition of “preventive maintenance.” But how different is that really to the “Trouble shooting and repairing broken circuits in landing light wiring circuits” example in the Part 43 list?

    In the case of a SunBeacon II, it has a PMA and complies with a TSO. The installation instructions include a STC as the approval for installation. So I believe if it is installed as an STC, it is a major modification and must be signed off on a 337 by an IA and there must be a log book entry. I called the manufacturer and they agreed.
