Lost communication on a STAR (KCLT PARQR RNAV 3) help

On the KCLT PARQR 3 RNAV arrival, there is a lost comms box. 

 

1. How long do you hold for? What do you do after the hold?

 

2. Does the lost comm procedure apply to South flow traffic? (After VALLL... VALLL is north flow)

    Academic answer: charted lost comm procedures like this are based on the assumption that 91.185(c)(3) applies.

    Mark, is the lost comms box saying go direct VALLL from any location or does the comm box only apply to runway 36 transitions?
