Cessna wing components

Near the wingtip and underneath the skyhawk wing there is a small clear piece of plastic that sticks down about 3/4 inch. It looks a little bit like an icicle. Can anyone tell me what this is for?

    They are so you can tell if the wingtip lights are working. The lights will be reflected (refracted?) through it and will be visible at night.
