Can a CFI/CFII jump into the plane with me and log it as dual instruction “given” when no instruction took place?

Can a CFI/CFII jump into the plane with me and log the time as dual instruction "given" when very little to no instruction took place?   Is there a regulation that states what the CFI/CFII has to do in order to log the time in his Log Book?

    How could someone log instruction given when they gave no instruction???

    That’s like logging flight time when you didn’t fly…

    Just to add to what has been written the FAA tends to take a dim view of CFI’s who log instruction time but do not sign a student’s logbook as well.
